The Manual is divided into chapters as follows:

  • 2000 - GENERAL MEDICAID INFORMATION
  • 2050 - APPLICATION PROCESSING
  • 2100 - CLASSES OF ASSISTANCE
  • 2200 - BASIC ELIGIBILITY CRITERIA
  • 2300 - RESOURCES
  • 2400 - INCOME
  • 2500 - ABD FINANCIAL RESPONSIBILITY AND BUDGETING
  • 2550 - PATIENT LIABILITY/COST SHARE
  • 2575 - NURSING HOME VENDOR PAYMENT
  • 2600 - FAMILY MEDICAID ASSISTANCE UNITS AND BUDGET GROUPS
  • 2650 - FAMILY MEDICAID BUDGETING
  • 2700 - CASE MANAGEMENT
  • 2800 - ASSISTANCE TO CHILDREN IN PLACEMENT
  • 2900 - REFERRALS

In addition, the Manual includes Appendixes A1 through L. The most significant of these may be Appendix A1 which shows the financial eligibility limits and Appendix G, which is comprised of Cover Letters showing changes to the manual.

Recently, Georgia discontinued its Adult Medically Needy Program for nursing home residents. As a result, individuals who have monthly income more than three (3) times the SSI limit must establish a Qualified Income Trust (QIT or Miller Trust) to become eligible for Medicaid. Section 2407 is one of the sections describing QITs.
